Building work 'on ice'

Building trade unions want a new law introduced to make it illegal to work on building sites when temperatures drop to below -5 degrees centigrade.

But the plan is being bitterly opposed by building firms that claim in practice the idea is impossible because of pressure to meet contracts and because of the costs involved which would come from any delay.

Instead despite the extra cost many are investing in installing industrial hot air heating systems on building sites to keep the temperatures up.

At present the whole country is experiencing temperatures lower than minus five degrees centigrade but despite that many building sites are still operating.

As an example Sparkonzern has already announced the official grand opening of the Interspar-shopping centre in Salzburg-Lehen. That means that the deadline for completion of the project needs to be kept to.

But because it's not possible to put down cement at -10 degrees centigrade – the building firm has put a roof on the property and covered it in insulating foil so that the concrete work can continue.

For the final concrete work such as the six centimetre thick finished floors (Esstrich) a temperature of five degrees centigrade is needed. There are alternatives to heating the property – for example by warming the sand and the water before it is mixed with the cement. But again with a cost.

But to keep those temperatures the building firm is having to invest heavily. Project manager Gerhard Zangerl explained: "Per hot air heater we need about 500 litres of oil a day – and with five of them operating that means 2,500 litres. That is extra cost but because of the need to meet the deadline we have no alternative."

Other projects also have to decide whether the cost is too large – for example on  the foundation work for a new children's hospital in Schwarzach in the Pongau. Although modern building technology has almost no boundaries when it comes to tackling the problems that cold causes – this can often be coupled with enormous cost and although technically possible to cover the ground with foil and warm it the cost would be too high.

As result that project is quite literally on ice for the moment.
